VAT on rental income?

is tax paid on rental income on leaseback properties to the French government when the property has been paid outright?If not is any tax due to be paid to the UK IR?
I was led to understand that you were exempt from paying the Taxe de Foncier for the first two years from the 1st of January following completion. I bought my property at the end of MAY 2005 - and therefore believed that I would not receive a bill for this tax until January 2008.
However, I have been told by the French tax office that the exoneration only applies to the departmental and regional tax but the local tax de foncier still applies.
As mentioned in another post, we're looking at buying an apartment near Nice. We would like to hire an independent lawyer to guide us through. Found one on the internet - Fabien Cordiez - anyone any experience or can anyone recommend someone they've used? Also, management company for development is called 'Bacotec Gestion'. Anybody any experience of them?
We are looking at buying an apartment near Nice and have been dealing with Conseil Patrimoine, Cannes. To hold the apartment we have been requested to pay 5% deposit into a notaire's escrow account. We would like to visit the area before committing outselves but there are only a couple of apartments left hence booking the apartment before we even visit. Is it safe to pay this money into such an account? Is this normal course of business in sale and leaseback? Is it true that if I send a letter to the notaire stating we're not proceeding that he must refund deposit within 21 days?

I'm French and live in the UK. I'm considering buying a flat in leaseback. This flat has been acquired by the present owner 6 years ago. The contract will terminate within 3 years.
How can I be sure that the management company will renew it?
Also in that case, I believe the VAT has already been deducted from the selling price. Should I have to wait another 14 years before being able to sell the flat without having VAT to repay to the French Government?
I am totally new to the leaseback field and would really appreciate if anybody can give me positive feed back in the above Aude and Carcassone apartments. As I am new to searches, can anybody recommend other 1 bedroom properties costing between £60 to £70,000 in the south and Languedoc regions and is bartering just a thing we do in Northern Ireland, can I negotiate prices ie lower offers.

I am looking to purchase a leaseback apartment in France but I am really struggling to find a leaseback mortgage for less than 5.15%. I have tried newmortgagefinder as suggested in a previous posting but they seem to be very slow with getting back to me.
Any advise anyone.
